The kids were little, like around 2 - 5 age. It's been said that most/all kids that young can't comprehend or remember what they did earlier in the day to deserve the punishment later.

I do agree that past a certain age if they're still having trouble then they should be tested (that is if the parent doesn't suck at parenting).
