this is exactly what i was going to say. a lot of villains don't go out of their way to tag people not in a clique out of fear of ruining a dynamic or making a fun or silly post into something dramatic. if you don't try to talk to people, you'll never know if it's all in your head or not. all you risk is that you STILL don't have cr with a character, right?

Exactly! Personally, I don't desire antagonistic CR for all of my characters, and I don't want to make the assumption that others want to be harassed by my baddie. I'm often hesitant to tag people with my villain because I know some characters (and muns) don't want to deal with someone who enjoys antagonizing others. I'm more likely to tag with people who've either told me they enjoy him, people who've tagged into his posts, or his extended cast mates. If anyone wants CR with him, I hope they realize they can always tag me, or contact me about it. Otherwise, I'd rather not make someone uncomfortable with unsolicited skeevy villain-ness.

Different anon, but similar issues.

I also don't want people to feel like I'm godmodding their hero into a tight spot by making him SUPER OBVIOUSLY EVIIIILLL and how could the hero not do something. Maybe that person is busy or just isn't after that kind of plot/CR at the moment?
