So many protagonists are working outside of the law/against it/cherrypickers that why should they care if there's no law about what they see as wrongdoing in whatever jamjar they're sent in? Why should they care that another person acted in a way that might normally be just as illegal if they think it's morally justified (aka villain attacked someone first, someone else is retaliating; villain attacked someone and seems likely to attack again, let's put them in timeout)?
There is bullshit that happens with Heroes Trusting Heroes Just Because (over villains, with no established CR or particular reason for the villain to rub wrong) but the legal argument is kind of...dumb. Many heroes at some point put their moral code over the law, so they're not likely going to see another person as villainous just for acting outside the law or without it.
