The kids were little, like around 2 - 5 age. It's been said that most/all kids that young can't comprehend or remember what they did earlier in the day to deserve the punishment later.

I do agree that past a certain age if they're still having trouble then they should be tested (that is if the parent doesn't suck at parenting).

to be fair Issei does say some fairly sexist things during his limited screentime

not to mention he has a pretty strange reaction to Shirou telling him to take his shirt off

I could see someone playing him as gay, as well as being kind of sexist against women
