Um no. A lot of people tag back whoever tags them first, or if something is just more important in terms of gameplay. I know if my non-cast CR is doing something more important, that come first.
People only get flack if they're ignoring their castmates, which is stupid in and of itself outside of necessary reasons.

I tag my stuff back in the order I get the tags unless it's an important plot we're trying to get finished, so I guess I've already disproved his "facts."
