Not really, because the people I dislike tend to mix IC and OOC. If I pursue CR with them, they're only going to drag me into crazy OOC drama.

This. I will tag with these people if there's no way to avoid it ICly, but if they're attention whoring, or manipulative, or commonly cross the IC/OOC line, or PA at me through their characters etc then no power on earth could get me involved, because all it's going to lead to is discomfort and eventually burn.
