She has more sway than you might realize.

People are friends with her ass patters, and so her ass patters are able to convince their friends whatever she wants them to at the time.

People believe that even though the ass patters worship Satan (Tifa) they aren't that bad themselves, or they have no idea that they are friends with one of her ass patters.

It's like an intricate spy network that she uses to her advantage.

her friends pretend to be friends with people she hates so that they can report back to her. saw this happen more than once and the person they were targeting had no idea and completely trusted the mole the whole time. it was pretty sad to watch.
